Nod. Those will all work for rank, but getting out where the customers are is the best method to use. What niche do you find yourself most comfortable in? Do you like all sorts of challenges, or are you a pro at only certain types of web design? Is online the only potential market for you, or would you rather branch out to your local businesses? All of these should be kept in mind when putting yourself out there.

Forums and maybe even having your own banner on a popular form as well. Nothing wrong with paying a little extra if the site has strong traffic and your banner ad is appealing enough to your audience.

I know a lot of web designer who owns and maintain a blog. From what I know blogs are easily indexed by search engine and thus you will get some free clients.

Writing a good post on your blog and then doing a lot of SEO work will surely work for anyone.

through my connections -- previous clients, friends of friends, random visitors of my sites, and a bunch more! everyone is a potential client. so don't limit yourself to knowing just certain groups of people. who knows whom your next clients would be! see to it that you always leave a good impression.

also, work hard on your portfolio/site. in webdesigning, it's as good as our resume already!

Some of the best places to meet new connections and clients, would be LinkedIn.com and Sta.tup.biz which are business social networking sites.

I hope that this helps. I have also come here looking for clients or Partners.

Have a great week,
~ Mike
